This is just a shortcut between AZ 89 and US 60 for traffic heading from Prescott to California. It served a more important purpose when the roads from Prescott and Flagstaff to Phoenix were so bad.

Prior to 1936, this number was assigned to the road between Safford and Eager. It bacame an extention of AZ 81 in 1936, which was renumbered US 666 in 1938 and US 191 in 1992.
